It gives you a claim token so you can add to your report later without an account, and it tells you which official channel also has jurisdiction, so a tip that stalls with a journalist still reaches someone with subpoena power.

Use a personal device on a network that is not your employer's. Do not paste records you signed an agreement not to remove — describe what exists and where it is kept, and let a records request or a subpoena pull it. Whistleblower protections vary by program and by state, and some require you to report internally or to a specific agency first to keep them. If your report could expose you, talk to a lawyer before you send it, not after.
